Branko Krznaric

BRANKO KRZNARIC, Founder and Owner / Director

Branko Krznaric is duly qualified for the rank of Marine Engineer and satisfied the requirements prescribed by the Maritime Law concerning Ranks, Professional Qualification and Licenses of Merchant Marine Crewmembers. His maritime carrier began in 1982 as Apprentice Engineer on high seas. He worked at sea until December 1995. The highest position held whilst at sea was 2nd Engineer Officer.

At the end of 1995 he was elected President of the Seamen’s Union of Slovenia. In June 1998 he was accredited by the International Transport Workers’ Federation (ITF), Headquarters in London, and the Seamen’s Union of Slovenia as an ITF Inspector. He was responsible as ITF Inspector for Port of Koper in Slovenia and Port of Trieste in Italy. He was also President of the Slovenian Federation of Trade Unions (National Trade Union Center).

In January 2005 he started working in the ITF Secretariat in London as Head of Agreements Unit. He was directly involved with the ITF over a number of years assuming the role of Agreements Development Manager in 2007. Besides other responsibilities, he was responsible for the day-to-day coordination of the international collective bargaining between the ITF and affiliates, shipowners and/or their representatives; he was also responsible for providing assistance/direction to the ITF Inspectorate when handling Flag of Convenience (FOC) campaign target companies and for keeping contact at senior level with shipowners and their representatives and for keeping close relationship with ITF affiliates worldwide. He was working for the ITF Secretariat in London for more than 12 years.

He is an expert on the Maritime Labour Convention (MLC), 2006, holding a Certificate of Competency on the International Labour Organization (ILO) MLC, 2006, confirming he has excellent knowledge and understanding of the Convention, which was awarded after concluding a workshop in the International Training Centre of the ILO in Turin, Italy.

He is also appointed Surveyor / Auditor by Panamanian services S.A. affiliated company Classification Services Single Member Private Company, commercially known as RS Class, which authorizes him to handle cases of vessels having to undergo MLC, 2006 related survey in order to receive Declaration of Maritime Labour Compliance Part II and / or Maritime Labour Certificate worldwide. He is authorised to perform a survey, assessing whether a vessel meets the requirements stipulated in Conventions and Regulations, and then to issue the Interim / Conditional Certificate and to provide safe remittance of said certificate to the owners after. Specifically, as an expert on the ILO MLC, 2006, with an excellent knowledge and understanding of the Convention, he is authorised to perform: the first survey with RS and renewal / special survey for the following types of certificates – Declaration of Maritime Labour Compliance Part II and Maritime Labour Certificate and intermediate / periodical survey for Maritime Labour Certificate.

He has built a strong personal network and close personal relationship within the maritime industry. He is also a member of the Maritime Law Association of Slovenia (MLAS), which is a member of the Comité Maritime International (CMI), a non-governmental international organization, established in 1897 with Headquarters in Belgium, which brings together over 50 national maritime law associations.
